Fresh images obtained by Urbanize Atlanta paint the picture of how a new downtown retail district could look and function, though leaders stress all plans remain preliminary for now. 

For the past few months, the Georgia World Congress Center Authority has been conducting engineering and market studies to determine the feasibility of creating a low-rise retail hub on the grass-topped concrete parking structure known as International Plaza. 

The plaza is situated within a few steps of the massive downtown convention center, Mercedes-Benz Stadium, and State Farm Arena—three of the most popular event-based venues in Georgia. 

International Plaza’s redevelopment team—Fuqua Development, Pope & Land Real Estate, and Nelson Worldwide architects—presented its most recent findings to GWCCA’s Board of Governors last month, outlining the scope and functionality of a potential district that project leaders have said could echo retail sections at Avalon and The Battery Atlanta.

GWCCA had been exploring the possibility of redeveloping the Home Depot Backyard, a tailgating zone and communal park in the Georgia Dome’s old footprint, but later scrapped those plans. 

Today, International Plaza serves as more of a front yard for The Benz and convention center complex. (GWCCA intends to keep the Backyard in place for game day and event parking uses, now that Centennial Yards has claimed a significant chunk of downtown’s tailgating zone.) 

According to the September presentation, the scope of the International Plaza project could include: an expansion of the Orange Deck (a parking deck overlooking Home Depot Backyard); fixes for the aging Red Deck and bridges; enhancements on adjacent roadways; and a spruce-up for the nearby Signia by Hilton Atlanta hotel plaza.

A recent study by Noell Consulting Group found that retail in downtown is still undersupplied, with less than 100,000 square feet brought online in the past 17 years. 

Demand for retail at the International Plaza site would come from more than 5 million annual visitors to The Benz, State Farm Arena, and GWCC (per 2022 numbers). Viable, target demographics would include Georgia State and Atlanta University Center students, current and future downtown residents, and downtown employees, along with millions of regional visitors and tourists, per the study. 

GWCCA officials have said the 110,000-square-foot International Plaza’s existing infrastructure might not be able to withstand development much taller than two stories, maximum. The retail village would feature a mix of sit-down restaurants and grab-and-go eateries, entertainment concepts, and greenspace, per a Nelson Worldwide overview. 

A timeline in the recent report calls for due diligence and master-planning to conclude in the third quarter of 2025, followed by pre-construction through the second quarter of next year. The “proposed project activation” is forecasted for the third quarter of 2026. 

As the AJC relayed in June, GWCCA’s goal would be to have the district built and operational in time for Atlanta’s next Super Bowl in early 2028—but not for Atlanta’s month of World Cup matches next year.

When asked about the International Plaza redevelopment timeline, Holly Richmond, GWCCA spokesperson, told Urbanize Atlanta the project is still in due diligence phases, and all scenarios are being explored. 

“Nothing is definite as this point,” Richmond wrote via email. “We’re still exploring options and entertaining all of the ‘what ifs.’”

The GWCCA board is scheduled to meet again Oct. 28.
